My 2006 LJ has very sloppy/floaty steering.
Current suspension mods:
JKS 2” lift w/ fixed lower control arms
JKS Front Adjustable Track Bar
JKS Quicker Swaybar Disconnects
JKS Jspec Steering Stabilizer
RockJock Currie Currectlync

I did the dry steering test and see the drivers side track bar has movement.
Is that supposed to move like that or is the bushing wallowed out?

That should not be moving like that. The joint needs to be examined and the bolt tightened at a minimum. With the proper bolt torque, the joint will not move, wallowed hole or not. I severely doubt the bracket is worn, there is a LOT of material there.

Unfortunately I can’t get it to tighten or loosen even with an air impact gun. I’ll need to take it somewhere local.

Did you do the install? For the JKS trackbar, the frame side mount gets drilled out to 9/16" and uses a supplied 9/16" bolt?

I had a shop do the install a couple of years ago. It looks like an aftermarket bolt that’s fairly new, so I’m assuming they drilled and installed the one that came with the kit.
 
This is what you're looking at. There's a tapered cone that goes between the trackbar and frame. On mine JKS trackbar (0-6" lift), the bolt is 21mm and the nut is 22mm.
