It looks as if the left rear spring mount has been re-welded to the frame rail. The weld looks different from the other side. Could this cause any problems with tracking, etc

No, those both look like typical shoddy factory welds to me.
No, no issues with tracking. As long as the upper perch is solid you should be fine.

Look man, if the jeep is not driving good, and that is very common, we can likely help you-
A jeep not tracking is normally a toe, caster, control arm, track bar, or steering linkage problem- and can be a combination of those -

It drives good in the steering but seems to be a little wild on imperfections in the road. My tires are E rated Toyos, 305/70R16, on 16x10 wheels.
I've never seen any welds like that before. Anyone else have similar pics?
E range need low pressure- 26 psi helps.

I have literally replaced every wear item on the front end of my ‘97 but the last thing I changed, which turned out to be the most impactful, was the ball joints… mine was doing exact as you said, little weird in imperfections in the road… ball joints solved my problem… ymmv
