No. If you remove the pre-cats you will cause a check engine light that will not go away. You also won't be able to pass emissions or inspections.
You can however remove the third cat (the one under the transfer case skid plate) as it has nothing to do with emissions and it will NOT trigger a check engine light. I removed mine without any issue. Do be aware however, removing the third cat will make your Jeep louder! Mine is definitely louder, though it's not an obnoxious loud, so I don't mind.
