As soon as I bought it I replaced the radiator, water pump, fan clutch, thermostat, and hoses.
I then replaced the front and rear swaybar bushings, balljoints, front axle shaft u-joints, rotors, and hub assemblies. I also started grinding off what rust I could while I had it taken apart. After cleaning it up some I brushed on a couple coatings of Phosphoric Acid and then painted. Then came new calipers and OME Nitrocharger Sport shocks up front.

I decided I wanted about 4 inches of lift on 33 in tires. So I bought yhe coils, new jounce bumpers, bumper cups, bumpstop extensions, coil isolators, a Tom Woods extended CV driveshaft, front lower adjustable control arms and rear upper adjustable arms as well.

I replaced the original steering gear with a Readhead power steering gear and did a ZJ conversion.
Here's before the conversion.

I got everything back together and it looks like an excellent upgrade. Before this the death wobble had came back again due to what I assume was the dropped pitman arm that was on there. After doing the steering, which included installing an OE pitman arm, the DW has not returned.
Installed a digital media reciever:

Next up tires. I went with the Falken Wildpeak AT3W.

There's that classic color combo that looks so good!

The frame really doesn't look too bad for being an Iowa vehicle.

Yeah I'm hoping the frame is in alright shape over all. The rear wheel wells need some work I know that. Both sides have a hole that has started. Checking inside other places seems good so I'm hoping to repair those and then get inside the frame and clean it. Hoping to sandblast as much of the frame as I can inside and out.

Good call! I'd take care of any areas on the frame as soon as possible, as that rust can be dangerous, and it won't stop until you take care of it. Still, I've seen some very, very nasty TJ frames, and yours doesn't look as bad as some of the ones I've seen.

I bought some fluid film to use on the inside of the frame after I clean it out. I know a lot of guys go with POR15 or chassis saver for other areas underneath but I was thinking of maybe trying this..

Do you know anything about this or know anyone who does?

I don't know anything about it, but if it's on Amazon, it's always worth checking out the reviews to see what others think.

As for POR15, I love that stuff!
