Heater control issues

So I have 2 issues with the heater controls on my 97 TJ. First the blower works on 2nd speed and hi speed but nothing else.
Second the position selector turns the fan on/off but only blows from the defrost, no other vent controls. Any thoughts? I know tenp is cable control but not sure if the vent selector is vacuum or electric. Thanks

If you can, get your head down in the drivers footwell and you can see the blend actuators. Work the dash controls and see if they are all moving. They work off vacuum. If they are all moving, then it’s probably a broken blend door actuator. Thats what was wrong with my 97. If they don’t move then you probably have a vacuum leak.
There are several good write-ups on repairing both issues in this forum. There are two different actuators. I wasn’t sure which one I needed so bought one of each. I was able to screw a wood screw partway into the broken arm and yank it out. Other than needing to be a contortionist to get up there, pretty easy job.

Thanks, I will have to get my nephew under there and do it. I have been looking and found the fan speed issue might be a bad resistor, I will also check that.

So I found the leak and it is where the vacuum line plug into the control panel. Is there supposed to be some kinf of gasket or seal in between the?
Also I am just getting warm air out of the heater, I made sure the blend doore anf the temp control eas working ok and all the way to heat.
