Horn not working

Since you're getting 12.6v at both horns, they're either missing the ground or the connection at the connector closest to the relay is bad. Pull that connector, closest to the relay, off the horn and take a good look at how the wires connect to it.

The wires come to one horn's connector first and then go on to the second connector. The connections at that first connector should be closely examined

The connectors themselves look to be in excellent shape. The one closest and downstream are not frayed pinched or loose. I researched a G102 ground but can’t seem to find where that ground would be from looking at your wiring diagram. This problem just showed up (I think coincidentally) after getting front axle regeared and locked.

Try supplying your own temporary ground wire between the black wire on the connector and the chassis, steel bolt, battery negative post, engine block etc.
