Horn won't stop blowing after plugging in new clockspring

My 2001 TJ horn was not working and airbag light was on. After searching the threads here, the likely culprit was the clockspring. I just installed it today, and as soon as I plugged in the Clockspring, the airbag light went away but the horn kept blaring. Even after I plugged in the airbag wires, it kept going.

I was hoping someone could guide me to fixing this myself. I am a noobie when fixing cars i.e. explain it to me like my parents did not believe in rails for my baby crib and I repeatedly hit my head when I was a baby.

Currently, I left the fuse for the airhorn out to stop it from blaring.. I've tried switching relays and the horn keeps going still.

When the relay is energized through the coil it closes a normally open contact inside the relay. If you swapped relays out and had the same problem then it’s not the relay

It's possible the wire to the horn relay might be grounded somewhere in the steering wheel area. Look to make sure there aren't any pinched wires.
Also make sure the horn switch contact isn't being held down by something.
