Hot air at floor while driving with A/C on!

Guys, I have a 2005 TJ that blows hot air out thru the floor vents while driving with the AC on. I have checked the blend door actuator and the mode selector switch. Please help!
 
You have checked the blend door actuator...
Is the shaft actually turning the blend door or is the blend door not fully closing?
You need to do a further inspection.... this certainly sounds like the door isn't fully closing...

Yes the shaft is turning. What would keep the door from closing?

How many blend door actuator motors are on the TJs?

I had a similar situation.
Air coming out locations didn't match what was being selected on the controls.
For me it turned out to be a bad vacuum selector switch.
I found it by mapping out the position of the various actuators in the various positions.
The all actuators were actuating, just not correctly vs what was selected.
(There is a vacuum circuits diagram in the field service manual that was helpful for what should be happening.)
New one from Amazon, and mine has been good ever since.
