How can I determine if my TJ has a lift?

Hello all is there any way to determine what lift or lift height I have? It is a 99 TJ I am running 35’s load rating C. Just learned on another thread I am running way to much air psi, so can wait to drop I down to 26 an give it a go as it already drives awesome! Floats a little at 75 but still good.
I bought my baby from a gentleman who had just moved down here (Texas) from Oklahoma he had bought it from the original owners widow and had no ideal of the lift or height. Although I feel she drives like a dream, at Hwy speeds some bump or grade changes will make her rattle, not a bottoming out sound or feel, kind of a rattle maybe a quick wobble where you really have both hands on the wheel to be comfortable. Sorry it’s hard to explain. So I am look to put new shocks on to see if that will help improve it even more.

12" up front and 8" in the rear are stock measurements. Whatever you have above that will be the amount of lift.
Do you know if you have a dropped pitman arm? The shocks look like ranchos that may be just worn out.

4" lift up front then. Are the rear springs riding on spacers? Can you post a photo? You are running a dropped pitman arm, which will create bumptsteer as your drag link and track bar are no longer parallel. Go back to an OE pitman arm. At 4" of lift, with fixed control arms, your caster is also likely off. How is the return-to-center with the steering wheel?
 
Tracking is good steering wheel is centered. Give me a second and I will snap some shots of the rear.

How much shock shaft do you have showing in the rear? Based off what I see your shocks may be to long (bottoming out). Also, return-to-center--does your steering wheel return to center after a turn? I still suspect that you have a caster issue as well as bumpsteer with the dropped pitman arm.
 
I'll guess Skyjacker based on the shocks. sounds like your rear springs are sagging. they should be at a minimum 11".
Let's get a pic of your steering components.
 
Ok I’ll have to do that tomorrow on the way to my son’s game. Here are the pictures of the shocks & numbers. When pulling out on the road and accelerating yes the wheel will return to center at a craw it very slowly returns to center.
Rear shaft, my thumb is at the base or top of the cylinder.

I don't think Rancho even makes that model shock anymore. I couldn't find anything on them, so if that is any indication of how old they are.
 
I found the rear specs on a Russian site.

Rancho RSX17317 Front
14.5" Collapsed
9.25" Travel
23.75" Extended

Rancho RSX17326 Rear
13.5" Collapsed
7.5" Travel
21" Extended
 
Yea I have been hunting for them as well I can find the front but not anything close to the rear.

Ok ordered a new pitman arm and adjustable track bar, the back and forth on the wheel shows passenger side bushing is out, also never really noticed how far the tires stick out in one side.
