How do I know when to change my shocks/springs

I have a 1997 Sahara with 212K miles on it. what I am wondering is, how will I know when I need to change out my shocks/springs. from what I have seen y looking at them, they have some rust on them and the ride quality isn't the best, but I'm not sure whether that is just because of the age or if there is something wrong with it. please help, thanks.
 
Check the shocks for leaks and measure the springs.

Or if you don’t know when the last time they were changed, it’s probably time to change them anyways.
 
I use the bounce test. If it rebounds and settles down Springs and shocks are serviceable. If it keeps bouncing, shocks are bad. If it falls to the ground, Springs are shot
