How to adjust this throttle cable?

1999 TJ manual with 4.0. Just installed new throttle body. Works fine with this left cable uninstalled. But the only way to hook it up is to open the throttle enough so that it’s stuck at 4k rpm. How do I adjust this? Is this the cruise control? Do I even need to attach it if I don’t use cruise?

Does that cable run to a small box on the firewall? I can't remember where the cruise servo is on a TJ

What you have circled is the cruise servo….. I guess one question is without the cable installed does the accelerator pedal raise the RPM of the engine? If so then that’s your cruise control cable.

Yeah, it’s cool, I never really used it anyway. Might just delete it totally later, felt cute.🤓

The CC on my 2.4, when set, would always take forever to get back up to the speed I set it at. Made it kinda useless if someone was behind me.

Miraculously, it was the only system on that Jeep that never caused me a bunch of trouble to fix.
