How to read OBD2 Codes with No OBD2 wire

Hi all,
I took my tj to the mechanic yesterday and the first one saw that there was no OBD2 wire/port under my dash. My main guy there was out anyway so I took it to my other mechanic who was going to get under the car to read the codes somehow, but asked if I could come back since it was raining out and he didn't want to lay in a puddle. Im going to take it back to this mechanic today, but I am curious how he is going to check the codes

The port should be there, so there are probably a bunch of cut wires or something under there. I can't begin to imagine why you would cut it...maybe it's just stuffed up behind the dash?

On some years you can read the codes from the odometer display, but I've got two 97's and neither have that function although I've heard other people with 97's can, so who knows.
