I have a 99 4.0 and when we bought it, they told us that they removed the ac and I want to install it again but idk if it would be worth all the work to do it myself or just take it to a shop and have it done. I've looked at kits but idk what to do

Since the Jeep originally came with A/C; a thorough examination should be done to see what was removed and what is remaining.
Was just the compressor removed and a shorter belt installed ?
Was the compressor mounting bracket removed or remaining ?
Were the refrigerant lines removed or are they remaining ?
Was the accumulator drier removed or is it remaining ?
Was the condenser removed or is it remaining ?
When looking for parts; IIRC the A/C systems were redesigned around 2000 which moved the location of the A/C compressor and changed the A/C control panel.

IF you are not knowledgeable about A/C systems; then it would probably be better to have a friend or shop assist you....
