Is it necessary to disarm the airbag when working on the instrument panel?

this is for a 2000 sahara.

The factory service manual cautions to disarm the airbag before doing any work on the instrument panel or steering column but I haven't found in the manual a description for how to disarm it. I did find instructions for how to remove and disconnect it. is this what they mean?

Also, is it sufficient to disconnect the negative cable from the battery? if there is no power and no impact, what would cause the airbag to deploy?

is the precaution good advice or lawyerly language (or both)?

Capacitors store enough power to deploy the airbags if a crash severs a battery conntion. Pull the two air bag fuses in addition to the negative battery connector. Leaving either airbag fuse in place leaves both airbags enabled,both must be pulled.
