Is it the clutch?

I am able to move the gear shift through the first 4 gears while the engine is off with no clutch.
This is bad, right?

No, as they stated, with the engine off, you can absolutely put it on any gear, move it back and forth etc. the clutch is needed because the engine is running, no engine then no need for clutch.

You don’t have a problem, that’s as expected.

I guess I just thought it should stay in gear unless the clutch was engaged.

The only time it would be difficult to pull it out of gear is if you have it parked on an incline and there is a bit of tension on the transmission. Sitting level it’ll shift in and out relatively easy.
