Is this a good price on this LJ?

Assuming there is no rust, $12,300 is a great price.

However, being in Iowa, I can guarantee you there is rust, especially since it would appear they've been driving it in Winter (who takes such shitty photos for a for sale ad, haha).

Still, it's worth inquiring about.
 
I can't run a VIN check on it, but that Jeep was involved in an accident. That's probably the reason for the low price.

First Google result for the vin pops up an IAAI auction in the Iowa area.

However, clicking the link leads to an expired page and there is no cached version. I did a bit more digging and found the following image from December. You can see damage on the front bumper and driver side fender. If you look at the front tire, the marks match up with those in the listing. Same tire brand, same soft top, and the same bottom door sill guard.

Edit: Managed to dig up the IAA cached listing page. No pictures were there, but the following info is. Supposedly sold as a salvaged vehicle. The stock # matches the one in the windshield above.
