What condition are the fender flares in and are they factory painted ?

They’re in good condition other than some paint bubbling, I ran them and didnt mind it. The front flares are very minimal but the rears are the worst and could use a fresh coat of paint, I think the previous owner painted the rears but didn’t sand them down enough. The front one are all factory painted untouched.
