I wouldn't touch that thing. Undercoated frames are good at hiding things.

Is that what it is? I can't tell from the picture if that is undercoating or just grime/dirt and the sun's reflection.

It looks like undercoating to me. Given the rust I see in other areas, I am going to say that thing is probably pretty crusty once you start getting in there. I know Canada uses salt on their roads too.
