I have hauled on the rack bike rack not on the TJ but on the FSJ.
Rather than a Bumper with a hitch you need a Hitch Receiver Mount they are much stronger.

the body of roll bar to keep the rack from wobbling in the receiver tube.
The Curt brand are well made I have the 16k one on my C-20 to haul my tractor and it trailer.

Most bumper included hitches are not rated for towing and I wouldn't use those. I purchased a Turk trailer hitch back in the day I believe. It ties into the Frame and is a Class 3. Not that you can tow anything that heavy. But, it works with my KTM 250 XC-W which weighs around 230lbs. I use the the Cheapo Harbor Freight Motorcycle carrier. Tongue weight for the Turk trailer tow Hitch for the TJ is 400lb.
