Missing relays, cut wires, rattling underbelly, and more

I just bought a 97 Wrangler 4 cyl & would like to know and see the parts under the hood so I can learn more about it. Relays are missing, wires were cut and I'm pretty sure the other end of the wires are in the glove box. Also the underbelly sounds like something is loose. Any help would be greatly appreciated. Thanks in advance.

First, it appears it had a/c issues and someone tried to rig it.

@Jamison C is being summoned, he is very knowledgeable with TJ electrical, if anybody can help, he can.

On the missing relays, it's not as bad as it looks, as those panels are configured for more relays than typically used.

Agreed with what @AndyG said. Almost looks like someone tried to jimmy rig the AC. Which is weird because it comes pre wired from the factory.

Rattling in the underbelly could be a loose cat. Hard to say without getting under there and playing around with things.
 
I've seen guys do that to trick a compressor to kicking on..hack trick.

Does the air work?
