I don't think there are any shielded or twisted-pair conductors in a TJ harness. That's the only thing I can think of that would need special consideration. Maybe someone else with more TJ-specific wiring experience will come along and share more info.

The wire appears to be single core stranded. No shielding or twisted pairs. At least not from what I can see where the insulation was ripped from the t-tap

Update.. well in anticipation of admitting defeat I decided it was prudent to write down the part number on the pcm... turns out the only part number on it is "msa0154" right next to a statement that says "remanufactured" that number pulls pt cruiser and a couple dodge pcm's... so sounds like pcm has failed before. Perhaps it IS the pcm? I have not found any wiring issues yet...

In that case, I'll quote myself: ;)

If everything checks out, it may be the PCM. For that, I'd contact Mark at WranglerFix. He and his team know TJ PCMs better than anyone - even Jeep. He's here on the forum as username "wranglerfix."

Perhaps I should start a new thread for a slightly different topic. The pcm in it is refurbed.. so no part number... how do I find the correct replacement?

Did you try disconnecting both battery terminals and holding them together to reset the PCM? Its worked for me in the past (recently) when turning the key results in all of the lights but no ignition.
