The exhaust on my TJ makes a constant sputtering sound almost like how a dirt bike or lawn mower sounds. Zero issues with anything else so its really the only possibility I can think of.

Check for cracks in the muffler around the inlet and outlet pieces. Just recently discovered my muffler had like a two inch crack right about the outlet and thats why the exhaust has always sounded kinda fuzzy.
I checked there thinking the same thing but everything looked good. It sounds like it's under the skid plate.
