PSC steering gear install

A little back story,

So I busted the sector shaft on the stock box a few months back and thought is was time to upgrade since this is not the first time the box has failed me. I was looking at a red head box but found a sale on PSC stuff so this came out to $1 cheaper. I will upgrade the pump next.
So I got the gear installed today, found my stock pitman arm even, and now it’s time to add fluid. This is where I would like some advice. (I have Swepco)
How should I go about this? Add fluid and turn the wheel a few times? Power on or off? Under load,IE hook up the tie rod or just leave it off while turning? Any help would be appreciated

Followed these instructions for my psc 7-8000 miles ago and zero issues
Edit: I refused to disconnect my battery for this procedure
