Rear Rubi locker stopped working

So the rear locker on my 05 Rubi stopped working. I figured it might have been an air leak issue, but nope, it's holding pressure and not leaking. Today I took the rear cover off, and while I don't see any damage, a couple of super thin pieces of metal were sitting on the bottom.

When turning the air on, the locker disc thing pushes over all cockeyed, so it doesn't fully engage. I'm assuming something internal in the locker let go?

Looks like a shim to me. Has it been regeared?

Sounds like you're problem might be with the pressure plate.

However, that's not what those pieces look like.
 
I stole this pic, but the yellow line shows how the actuator engages. I couldn't see anything blocking it at the top, but also not much room to see anything in there. If it is a shim that went, then I guess it could be stuck and blocking it from fully engaging? I don't really know much about these lockers, but I figured that with it partially engaged, you'd hear the teeth skipping when turning a tire?
