Recommendations to refinish steel bumper

Took it off to fix the winch and want to refinish and paint it with something before I put it back on. What would you recommend?

Thinking drill and wire brush then some bed liner material or something. Open to suggestions.

That's exactly what I did to my stock bumper 5 yrs ago. Since then it has had serval various versions of missing bedliner due to impacting whatever was too hard for it to survive. Every time I noticed that I just sprayed over that spot with some satin black rattle can.

Now I kinda just wish I'd have skipped the bedliner and rattle canned the whole bumper.
 
it isn't cheap, but when I refurbished my front bumper to mount a winch, I had it sand blaster and powder coated. Then the lower part which is prone to impacts, I sprayed on some bed liner. So far this is working well.

I should have mentioned that my bedliner only came off where it was slammed hard into something hard and one time it came off one stock fender flare for the same reason although the fender flare survived.

OOPs that's weird. I just noticed this thread today by re-clicking a tab that's been hanging around Chrome since the 15th and what I just posted was still at the bottom this thread waiting to be posted. After looking at them both they are kinda the same but not quite prior to me adding the last line today.

FWIW, I blame china for all of it.
