The following thread link has some good info on it, at least one in that thread installed it and it fixed the problem. http://www.jeepforum.com/forum/f9/o2-sensor-heater-circuit-readiness-test-won-t-complete-814486/

Plus one more that gets into a little more detail... https://www.northjerseyjeepclub.org...-for-2005-06-tj-lj-o2-sensor-heater-not-ready

Just found another service bulletin pertaining to to readiness emissions monitors 05 tj it sounds like it's a lifetime warranty fix I just scheduled an appointment with my local dealer for early next week I really hope this works been driving with no inspection for three months

I read on a different forum that Jeep sent letters to people stating that the TSB was being taken care of for free for the lifetime of the vehicle. Let me know how it goes.

I live in CA and just bought my first Jeep, a 2006 Rubicon Unlimited. It had been smogged in Jan 2017 so I told the seller I would go ahead and smog it for the title transfer. When I attempted to smog I was told there were two readiness monitors not set and to go drive it for a while (no surprise as the Jeep wasn't a daily driver for the seller so I assumed he had reconnected the battery before selling after storage.) Well I drove for a while and connected my OBD reader and the H02S would not go into the ready state. Thank you DougB for the link. I accomplished TSB 25-0010-07 and after 2 startup and shutdowns the H02S was ready before I left my driveway. I contacted the seller. Curiously, he never had any issue smogging the vehicle in the past and did nothing special to get it to pass.

Thanks again for the fix.

Thanks for updating us Jerry. I'm glad to hear you fixed the issue!

My 06 LJ has the same O2 heater readiness monitor issue and a search led me to this thread. The original TSB 25-001-07 PDF link Jerry provided is not working for me, but I found this link which is:

http://future.obdclearinghouse.com/d.../25-001-07.pdf

I will be doing this TSB very soon.

Thanks for the link. I've been trying to get an inspection sticker on my '05 Rubicon. I did the cats and o2 sensors and that cleared my P2096 engine code. Still wouldn't pass inspection as the evap and o2heat i/m monitors weren't setting. Did the Chrysler drive cycles for 200+miles with no luck. Finally found the link you provided and I did the repair this morning. Drove the generic Chrysler drive cycle and the only monitor not set is evap.... that's good enough to get a sticker!! Tomorrow is the deadline, they would have suspended my registration after that!! So happy, thanks everyone for all the info.

This seemed to complete the Heater Sensor readiness IM, but it’s still throwing out all O2 Heater Sensor codes and check engine light came back on. HELPPPP

TSBs/Technical Service Bulletins are not performed for free on vehicles that are out of warranty, only Safety Recalls are performed for free.

I had seen that Chrysler had decided to make it a lifetime warranty fix...I was curious as to whether anyone had actually had it performed since they added it to the lifetime warranty.
