Should I buy this Jeep?

Hey everybody. I found a 97 Wrangler about 2 blocks from my house for sale. It has 236k miles on it with a 5 speed MT. The previous owner had the engine (4.0) and transfer case rebuilt at 200k. It has a 4inch lift, 33in tires, SYE, 4.10 gears, front and rear aftermarket bumpers (the rear also has a tire carrier), front flat fenders, and rocker sliders. It needs a windshield, radiator, control arms (not sure if front or rear or both), driver seat bracket, and blower motor. He wants $3500. The frame has light surface rust. What would be a good price to get it for? Should the work required be a factor in what I should offer?

Check the frame around the transfer case bolt holes and the hoop area rearward going over the axle; both are areas prone to rust...
If the frame is in good condition (as others have posted) then $3500 is a good deal.

Why does it have a t case drop if it has a sye? Maybe he forgot the adjustable control arms or the skid is falling off? ;)
I'll drive up to NY and give him $3,000 for it if the frame doesn't have holes in it. Then I'll sell the hard top for $1,000 and put the money into repairs.
