Suspect Instrument Cluster has low voltage for lights

Went to change my Instrument Cluster and HVAC lights with LED's.
Insured the Dimmer knob is rotated to fully on (just before it clicks to turn on the sound bar light)
LED's from superbrightled's didn't turn on.
Tried 5 different ones, rotated them 180 deg multiple times.
Tested LED with Multimeter (9V) Led did not turn on
Tested LED with car batter and LED turned on! (LED's are good)
Tested the HVAC Power rail. 11 volts.
Tried multiple times in the Instrument Cluster and they won't turn on.

I suspect my Instrument Cluster and HVAC lights are getting 11 volts and the LED's require 12.

Is this a bad ground? My wiring is pure stock.

I am an idiot. Voltage was low due to jeep not running. Worked great when I turned the jeep on.
