a body mounted carrier is stronger and sturdier than a single pivot point on a bumper
You probably don't need a swing out.
(Unless that's what you want.)

31 inch tires. Mostly relatively mild off roading. Don’t rock crawl nor do I go looking for the max mud or body damage.

The last thing I'd run would be a bumper-mounted swingout tire carrier. Their pivot points are seldom up to the task and often the bumper itself isn't strong enough to support the swingout mount.
This is (was) a Smittybilt swing-out tire carrier.
