TJ fender bracing

I enquired awhile ago about primer on my new fenders.Someone said they used a die grinder and took the bracing away from under there new fenders.They said it got rid of the foam under there which holds the moisture in.They also said they were not even primed. Some guys drill small drain holes in the braces to drain instead. Anyone here on the forum done this.
 
They are stock replacements that have the ridged plate underneath on the flat area. I just went ahead and drilled small 1/8" drain holes . I am sure they were meant for strength but they hold moisture into a foam that was placed between the top of the fender and the plate.Really f___g smart engineering.

Oh okay gotcha. Yeah that wasn't really smart on them.
