I've had these for years, always use them for luggage when travelling as they don't encroach into the back seat area. They also have a shoulder strap so you can easily carry them when not in the Jeep.

I use the Bestop one that fits over the wheel well between the roll bars. It’s easy enough to retrieve a tool. How often are you needing a tool? Yes, you take them, but hopefully you’re only pulling tools every once in a while. So filling the back with tools was not my highest priority. A cooler was. The bestop linked to above was an awesome space saving design and I can carry a ton of tools in it, including all my recovery gear.
But don't you work there? Haven't stepped foot in a Lowe's since my daughter started at the big orange. And she's getting promoted. Gotta love that. And the husky red matches my jeep.

I’ll look at the others. I’m getting a better idea of what I need. I’m not looking for a lot of tools, but enough that I’m not walking home. I bought a 14” Husky zip up tool case and a 16” HF zip up tool bag. I need to order a couple tool rolls next. And go from there.
I've used these mechanics tool bags for decades. In just about every vehicle I've owned. They will last a lifetime. And should fit into any space you need in a Jeep.

I've used the second one alot. I have several of them in black. They are available all over the net. It's a very common design. I'd think you could pick them up from china via alibaba or ebay. I would think two or three of these would fit behind your backseat. And offer alot more options for organizing your tools, meters, lubricants, first aid, navigation etc. etc.
The larger bag on top would probably fill two side by side behind your seat. The top one will also hold a laptop. Both have carrying straps too. These are very heavy duty bags. That will never wear out. I'd take these to a war zone. They also have internal organization panels. And room for just about anything you might need in your jeep.
These would also stuff nicely behind seats and above the wheel wells. I think the strap would keep it in place in that location too.
I've used these bags for everything from shooting bags, to camera bags, to tool bags. Can't recommend them highly enough. And if they get ripped off it's no biggy. They aren't worth that much. The links above are probably mid range price wise. Like I say check ebay.
The second one (and I believe the first one too) has two hidden velcro compartments for a pistol too. Took me several years to stumble across the hidden compartment. Not that you'd want to leave that in your Jeep. But I wouldn't leave these in your Jeep anyway.
