As far as the units, the oil pressure and temperature are the same as far as needle position because the scale is the same for each gauge. The speedometer is different and the PCM will need to know what scale speedometer is on the instrument cluster so the corresponding signal sent to the speedometer will be calibrated to that scale (MPH or KPH). If you swapped the cluster one would need to tell the PCM that the speedometer scale has changes but the rest would work just fine
