Torque Specs For Tie Rod Ends

Hello,

I'm looking for clarification and guidance. Unless I'm misunderstanding, the service manual lists two different torque specs (see attached screenshots from the manual). Any clarification is appreciated.

That's what I've also used, but at 55 ft-lb the cotter pin hole is entirely above the castle nut. Is that typical?

I know torqueing to 55 ft-lb is considerably more than 35 ft-lb but I don't think it would force the nut very much lower.

I did have that issue with two of the 4 ball joints I replaced on my Dodge Ram 1500.< upper, lower IDK> My son thought I was crazy for adding a thick Grade 8 washer to each to "fix" that but it's been at least a few thousand miles with no problems.
 
I thought the TRE joints at the knuckles were 35.
The other 2 (pitman arm and drag link to tie rod) were 55.
Possibly because the knuckles are cast?
