I have looked at some diagrams and can’t find this anywhere. I’m assuming the previous owner added it but I don’t know what it is. Any help?

Those are metric bolts and a foreign made steering gear on your assembled in the USA Jeep with parts from 4 different countries.
And/or , it's a leaf stem that can be used as a Tenn. tooth pick.

Everything in that picture is stock. You are missing the large black plastic cover that hides the sway bar.

Pretty sure the steering gear with a top cap is the US made Saginaw found on the earlier rigs. But, in either case, the bolts that hold the steering gear to the frame are 7/16-14 and certainly not metric nor is the pan head Torx that holds the bumper on which is 1/2-13.
