Other than trapping moisture on the top of my rear spring perch, so as to accelerate the rust process, what's the purpose of this little guy?

It's purpose to isolate vibration and road noise from transmitting up through the springs to the frame/tub.
To eliminate the squeak of steel spring rubbing on steel spring bucket.
I don't know how noticeable it would be if it was eliminated.
I cleaned my spring bucket and sprayed it with Wool Wax and put the plastic back on. Fluid film or some other similar product should help some with rust prevention too.

That is called the coil spring isolator, and it does just that.

Yep, I now have Fluid Film between the isolator and the bucket.
