What's with this strap from the hood to the windshield?

I looked at that Jeep. The driver side floor was rotted out, the winch didn't work nor the aftermarket lights and there is an electrical gremlin likely a bad multifunction switch. He wouldn't budge on price.

Yes, I think they are called brush cutters. Supposed to keep the branches away from the windshield in the woods. I don't see them on this site often so I imagine it is more for looks than function?
Mostly because the majority of picture posters here don't wheel on tight trails in heavy timber. Where I wheel they serve a function and work very well but only a few few people run them in spite of how often we see busted windshields and dented windshield frames. I should probably rig up a set. :)
