It's reduced in the FSM because it has the sealant, don't reduce further.

Probably, the reduced torque is to prevent the sealant being squeezed out from in between the threads. Seems like 100 ft# is the proper torque wrench setting.

The added medium, in this case thread sealant, will add greater tension to the fastener if torqued to the same value as the other head bolts (without sealant), essentially resulting in an over-torque situation.

Ok, to do this, don't take hoses off the steering pump to drain any fluid. Just release the stop cock and take a quart or so out. If you do it another way you will have coolant everywhere, and I mean everywhere. Like the entire garage floor the size of the Jeep. NO.
