Which scan tool?

There are plenty of stand alone scan tools. If you are looking for just the ability to read the codes, those are pretty cheap. Scan tools that allow you to reset the codes are a bit more - but still not terribly expensive. I can’t imagine they would not also be available where you are located.
 
I use a scan gauge 2. I have it permanently mounted above my steering wheel. It can scan and read codes. It also can display a bunch of other info. I have it displaying my proper speed with 35” tires. Think I also have it showing my RPM’s, volts and TPS. There a lot of other things you can do with it, it’s been a handle little tool.
