Why do FSM TOCs Skip Numbers & Sections?

Not just the PDF copies on this forum. My hard-copy 97 FSM has a table of contents that runs from 0–25, but skips numbers 1, 4, 10, 12, 15–18, and 20.

I don't see anything in the Foreword about why. Does anyone know what those sections cover, and where to find them?

Could those Sections be covered in the Chassis Diagnostic Procedures, Body Diagnostic Procedures and Powertrain Diagnostic Procedures which the Factory Service Manual does not cover ?

The 2006 manual has section 4, which is "vehicle quick reference".

It is.

I have body, chassis, and powertrain manuals but they don't have anything to indicate that they are for a section.

My guess would be that the section numbers are consistent across all models and the missing sections are just things that don't apply to the wrangler. But I've not looked at any other manuals so that's a completely unsubstantiated guess.
