When did the TJ's front axle control arms get their eccentric cam bolts back?

The cam bolts that could be used on early 97 to mid-99 to slightly adjust the caster angle disappeared in mid-99. I thought they were completely gone after that but I just learned they're stock in the 2006 again. When were they reintroduced?
 
I'm about to replace my stock arms and noticed this in the FSM. I know the frame bracket has the reference marks like in the photo below, but I couldn't tell if it was a cam bolt or not. I'm not sure what I'm looking at honestly. ('06 LJ)

No adjustable cam bolt on my '05 LJ. The bolt is in the middle of the washer, not in an off-center hole in the washer.
 
Now I’m a bit confused. I know the 04 and 05 have the cam slot lower control arm mounts but I don’t remember there being a special cam bolt. I think both of mine just had a normal bolt with an oversized washer.

97-06 lower control arm mounts at the front axle all have the slots and horseshoes the cam/round washers fit into. The question is whether or not they returned back to adding them again after mid-99 or so. I suspect very few own the rigs from new to be able to tell that. I suspect someone has added the cam bolts to a later one which confused another someone as coming that way from the factory.

Five years ago when I bought my 2006 TJR I saw the "horseshoes" and figured the control arms were adjustable. This thread had me go outside and look closer to what I have seen at least a couple hundred times and I see now that they aren't adjustable without new parts.

The ‘06 FSM says “if” the vehicle has the cam bolt. Maybe it was optional but not stock on every Jeep.

I don't doubt that the 06 FSM says that but I didn't check. I am wondering what the cost of that option was or if it only came with a "package" of stuff that raised the price too high for my pocket. Maybe there was even a dealer installed option where you could order it to paint match the body or chrome plated to add some bling.
