TJ Right Rear Corner Panel Assistance

I have some structural issues with my TJ but in this post I want to concentrate on the corner panel. I watched multiple videos on removing one and the nice open void everyone has behind it. Yeah, wasn't expecting an EVAP system. Do I have to remove this to replace the corner panel?

I also need suggestions on removing the rusted bolts for the hinges? Top hinge, the bolts are rusted (like the bottom in the picture) but it looks like the top nuts have been lathered in a seam sealer. Not sure this is factory but I will need that backing plate for top plates, correct? I'm thinking my best option would be to drill out the bolts and hope for the best. But I have no idea on how to tackle the seam sealer on the backing plate. I should note, I have tried removing the nuts and they are not budging with the all the paint and seam sealer. Suggestions/options?

For bottom hinge bolts, I'm thinking my only option is to drill them out. What concerns me is the weld nuts on the back side. I need options in case things go sideways. That's why I'm asking about the need to remove the EVAP system.

Pulling the Evap's not bad, and you can delete the cannister if you want.

There's actually only one line and one wiring connector coming to that assembly from the Jeep. Both are on the pump piece. The hose is a quick disconnect one. To pull it, remove the shield, then the assembly is all held in there with either a couple bolts or nuts on studs. The inner QP has kind of a sheet metal shelf spot welded in that it sits on.
