It's hard to say, those measurements are pretty close & I don't know how far in that shock strut can be pushed its body before it bottoms out. The standard way to tell is to remove the springs & fully cycle the axle so you can see if the shock bottoms out before the bump stops make contact. But the bump stops will often compress quite a bit under force, especially if you're still using the squishy factory bump stop. So it very well could be allowing the shocks to bottom out which will break stuff.
Ok well I'm not gonna be taking the springs out at the moment. I think I'll just try to find a replacement cross bar and extract the broken bolt.

No doubt the shock has to match the lift but I read "what to do about the broken shock mount bolts".... a chronic TJ problem.
My mechanic used a die grinder to go thru the hole and cut off the welded on nut, flush to the frame. Drill out the studs...Then used a pair of "QuickNuts"?? ushaped flat steel "fender nuts"?? to bolt the shock cross bar too. Just did this last week.

BUT honestly the BEST fix I've seen for that chronic rear shock problem was a post by mr blaine ususing a Ford truck part and a bit of fabricating. I love this solution. Put it all in clear sight !! And get rid of those tiny nuts/studs in such a chronic rust prone spot.
I was able to get the broken bolt out! Now does anyone have recommendations for future shock replacement? Looks like I have some Explorer ProComp ES3000 now.

OMG those are some of the worst riding shocks around. Seriously, those have had a pretty horrific reputation for poor ride quality for many years.
A good low cost set of replacement shocks that would ride and perform much better would be Rancho's fairly inexpensive RS5000x shocks. My previous superb OME NItrocharger shocks finally gave up the ghost after many hard miles & I replaced them with the then-new RS5000x. I was shocked how well they ride and perform, I am surprised they're so good that I don't miss my OMEs at all.
Don't confuse the newer RS5000x with the older RS5000 shocks which are as bad and stiff riding as your current ES-3000 shocks are.
