Uneven Braking?

Hi All,
Quick question about TJ front brakes. My jeep doesn't pull to either side even when I brake hard. However, I do feel like the driver side front wheel locks up and skids before the passenger side does. This isn't a huge deal on dry roads, but when it is wet outside, once that front left wheel locks up, it is like the jeep just keeps sliding, like the front right wheel isn't even helping. Is this normal behavior for our beloved TJs? I'm guessing a good brake bleed and inspection of pads and rotors is the first step, but what if that doesn't help?
Also, is it worth looking into rear disc brake conversion, any real improvements with those kits?

Whatever the problem is, it is not related to air in the system. Regardless of how much air is in the system, both sides will see and get the exact same pressure from the master. It is not possible to generate differential pressure from one side to the other since they are both connected at the combination valve via an internal tee. That is of course barring a deficient ancillary component like a bad flex hose or damaged hard line.
