Clock spring adjustment or steering wheel on wrong?

Is there any adjustment between the clock spring inner rotating part and the steering wheel?

The cancel for the turn signal is not equal, turning in one direction the turn signal cancels with only a small turn of the steering wheel and a lot more is required when turning the other way.


My guess is that the inner part is rotationally positioned by some feature on the steering tube and that the previous owner screwed up when they put the leather steering wheel on and got the wheel out by one spline position and then corrected it on the adjuster from the pitman arm to the tie rod.
 
Do you know IF the steering box has been replaced ?
The pitman arm could have been positioned incorrectly on the steering box output shaft.
Pretty sure it's the original steering box but I know that the steering wheel was replaced.

Given the other stuff I need to do (like replace half the joints on the front suspension and rebuild the top half of my V8) it's small beans but it's been p*ssing me off for a few years now
 
The scary part is... IF the steering wheel is clocked incorrectly; there is potential for damaging the clock spring when the steering wheel is turned fully in left or right.
 
I thought the steering shaft was keyed and the wheel could only go on one way?
