Have you put a few hours on the pump? I replaced mine with a Bosch unit and remember it being a bit noisy for the 1st couple of times I drove the Jeep. I don't know anything about the Detroit axle pumps. I used the Bosch 67756 in my 06 LJ and after the first few runs it has been silent and reliable.

The part number for the grommet is 52104014. It been discontinued for some time but there is one on Ebay for the ridiculous price of $19.75. I'd either buy a used bracket assembly or hit up a Pick-a-part and find a XJ to grab a few of the bushings off of.

When I did mine I used a Denso compressor that came prefilled with 5.8oz. My 06 calls for 6oz. I just added the remainder before closing it up and them manually spun the compressor a few dozen times before starting it.

Visual deterents can go a long way to stopping a theft. Making it appear to be more than a quick steal will stop most smash and grab types of theft. A kill switch is a great option and should be added but it won't stop someone from trashing your steering column trying to start it. A good wheel...
