I would try checking the Federal cases for the snag on the inside then compare to the Winchester brass. There is a chance that you have bad brass from Federal but it's very unlikely. You mention a faint line on the Winchester brass, is it something you can feel on the inside?

I am looking at Bendpak on mine. I built my garage (32' x 50') with the same idea in mind. My floor is roughly 5-6" thick but where the posts will go it's 15-18" thick for about 3 foot diameter. We used 4500psi concrete with fiberglass reinforcement.

I would hit my local junk yard and pull the antenna from a Grand Cherokee and install it on the TJ. Connector problem solved.

I had a similar situation when I put the new 2.5l in mine. A new TPS sensor fixed it for me.
