cycled the key twice, still just turns over and over. One thing I have noticed, is when it does start, it runs a little rough for first 30 seconds or so... Like one or more cylinders are a little too rich.

I suspected it was a fuel pressure issue. Pumping the gas pedal is what the previous owner told me he did and seemed silly to me, since pumping it with the engine off should do nothing. If I can just cycle the key two or three times then start it, I am ok with that.
