Yes, that's exactly what I used. I gave the tailgate a hard push with the stopper fully-extended and didn't observe the holder being nudged at all. But I'll continue to monitor and see how well the tape holds up in the coming months!

Thanks for the idea! I ended up getting something similar that was inexpensive and works perfectly! Used some heavy duty 3M tape and it seems to be holding up fine so no drilling needed (yet).

Fashioned a tailgate stop out of a (low cost) door stopper. My tailgate now stays fully open even when I'm parked on a slope!
