Well for whatever the reason it’s done, in my experience seat belt hardware is generally grade 5 and I have seen grade 2 on occasion. Not trying to start a debate or argument just noting what I have observed.

I don’t think it’s user serviceable, but that shouldn’t stop you from trying. I don’t know what’s inside it, but if I were to change mine for some reason, I would sure try to take the old one apart without destroying it just to see what makes it tick.

Seat belt hardware is generally grade 5. Unlike grade 8, grade 5 will bend before it breaks.
