check, double check, the water pump you installed. Earlier years like this one are a reverse rotation pump. Wondering if an incorrect pump may position the shaft a little higher than the correct pump?? Belt routing from water pump to alternator certainly comes close to idler/belt above it...

For another.02, my starter gave out. i was impressed how much faster the new starter spun the engine. Slow crank may just be a tired starter. Which will tax the battery further as well. Tim
